Pastor Victor Phillips is a native of Cincinnati and a proud CPS graduate from Hughes Center. Because of his strong passion for education, he tutored students at Clifton Elementary all through his high school period. He was also featured as Channel 12 “Golden Galaxy Award’ winner.
